I'm not a gambling man - in the conventional sense - but I'd lay £10 that they are not. They are almost certainly alkaline AAs or AAAs. When a product is rechargeable or solar powered, such as a power tool, or flashlight, or garden lights, the seller is quick to boast about it as a feature, and often include a charger.
Of course they could be rechargeable, say NiCads or SLAs. All in the spirit of forming young minds to be future responsible guardians of the planet.
